About the position:
Reporting to the Technology Portfolio Manager, the Project Management Office (PMO) Lead, Technology safeguards portfolio integrity through governance leadership, integrated controls, and data-driven performance management to support successful delivery outcomes across the Technology Portfolio.
Transitioning from an established contractor function into a permanent leadership appointment, this role is accountable for establishing and maintaining the portfolio governance framework, executive reporting, financial controls, delivery assurance, and portfolio performance visibility. You will also provide direct leadership and line management to a team of two PMO Coordinators (covering operations/admin and governance).
Key Responsibilities:

Portfolio Governance & Controls: Establish and maintain portfolio governance frameworks, standards, and delivery controls. Ensure process hygiene, commercial, quality assurance, and cybersecurity governance compliance across all project lifecycles.

Portfolio Performance & Reporting: Oversee portfolio KPI reporting, Earned Value Management (EVM), metrics, and executive reporting outputs. Maintain visibility over project metrics to provide delivery insights and support decision-making around interventions or priority shifts.

Tooling & Systems Optimization: Maintain and optimise JIRA portfolio boards, workflows, and data structures to ensure delivery visibility and standard governance across software development projects. Lead portfolio configuration and transition readiness for ServiceNow Strategic Portfolio Management (SPM).

Team & Stakeholder Leadership: Provide direct leadership, coaching, and direction to two PMO Coordinators. Facilitate steering committees and monthly governance rhythms, building strong collaborative relationships across Technology and business stakeholders.

Operational Administration: Oversee administrative portfolio functions, including contractor assignments, purchase order workflows, and resource utilisation tracking.

Work, Health and Safety: Demonstrate and drive the highest level of focus on safety, leading by example and promoting engagement in safety programs and procedural compliance across internal and external teams.

About you:
You are an experienced PMO leader with a passion for delivery discipline, process hygiene, and building high-performing, transparent governance functions.

Experience: 7+ years of experience in PMO, portfolio governance, portfolio controls, or technology delivery leadership roles, with a proven background in people leadership and direct team management.

Industry Background: Experience in the Utilities sector is highly regarded. Candidates from highly regulated or technology-driven environments (e.g., Banking, Finance, Retail, Transport) with strong tech and governance principles are strongly encouraged to apply.

Governance & Methodologies: Thorough understanding of best-practice project governance, financial controls, and delivery lifecycles across methodologies such as PRINCE2 and Agile.

Systems Competency: Practical experience setting up, standardising, and maintaining JIRA portfolio boards and workflows. Experience with or exposure to ServiceNow SPM is highly desirable.

Stakeholder Engagement: Exceptional communication and leadership capabilities, with the ability to influence delivery teams, engage executive stakeholders, and drive a culture of accountability.
