The Role
The Senior Procurement Specialist will play a key client-side role in supporting procurement governance, commercial oversight, and assurance of delivery partner activities across Snowy 2.0.. This role is not responsible for direct purchasing but instead focuses on ensuring procurement integrity, commercial alignment, and contract compliance.
You will act as a key advisor and interface between Snowy Hydro and the Principal Contractor, ensuring subcontracting and procurement activities meet Snowy Hydro’s commercial, technical, and governance standards.
This position is based in Cooma, and candidates are encouraged to relocate, with Snowy Hydro offering a comprehensive relocation package. Alternatively, a FIFO 5:2 roster to Cooma is available for the right candidate.
Key Responsibilities:

Support compliance with the SHL–Principal Contractor Procurement Management Plan, including regular reviews and updates.

Review and monitor the Principal Contractor’s Procurement Schedule, identify risks, and track progress against key milestones.

Attend regular procurement meetings with the Principal Contractor and maintain accurate records of discussions and actions.

Provide commercial assurance and governance over Principal Contractor subcontracting activities to ensure alignment with the head contract.

Review bid strategies, sole-source justifications, RFQ packages, and subcontracting approaches.

Assess proposed subcontracts for commercial terms, technical scope alignment, and risk to ensure value for money and contract compliance.

Manage internal review and approval processes, ensuring timely responses and adherence to governance requirements.

Coordinate and carry out contract audits or review programs to verify performance and compliance with contractual obligations.

Support Snowy Hydro’s direct procurement activities by leading the development and assurance of key contracts as required.

Provide strategic commercial advice and stakeholder support throughout the procurement lifecycle.

Draft and manage key procurement deliverables, including contracting strategies, tender documents, evaluation tools, and supplier communications.

Oversee the full contract development process, including clarification registers, drafting and negotiation of commercial terms, and internal approval workflows.
You'll Bring To The Team
Experience in procurement, commercial, or contract advisory roles within the infrastructure sector, with demonstrated capability in contract review, assurance, negotiation, and stakeholder engagement. Strong understanding of contracting strategies and commercial risk management, along with familiarity in standard contract forms such as AS, FIDIC, and NEC. Experience in client-side governance, oversight of Principal Contractor activities on large-scale projects, and the development and management of commercial documents, clarification registers, and contract approval processes is also highly regarded.
